It is with great sadness that I inform you of the demise of Ms. Tatiana Khabarova on 17 January 2021 in Moscow, Russian Federation, after a short illness. Tatiana joined UN-Habitat in 2009 as the Programme Manager for UN-Habitat’s office in Moscow, the Project Coordination Office for Countries of the CIS. Tatiana headed the office in Moscow and represented UN-Habitat on several Committees on behalf of the Agency. Prior to joining UN-Habitat she worked for UN-OCHA from 2006-2008. Positions prior to joining the UN included the State Duma (Parliament) of the Russian Federation and the USSR Supreme Soviet (Parliament). Her sudden death has come as a shock to UN-Habitat and also to many in the Russian and international development community who knew and worked with her. Tatiana’s professionalism, knowledge, and dedication strengthened the organization’s programme of work in Russia and the Commonwealth of Independent States region, including our relations with the Missions and line Ministries, CIS Intergovernmental Council, International Assembly of Capitals and Large Cities, Moscow Urban Forum, UNECE and many other national, local government, civil society and academic partners. All those who worked with Tatiana recall her hospitality, generosity, and kindness and had the privilege to learn from her immense knowledge of the region. UN-Habitat has lost an exemplary staff member. Tatiana Khabarova, is survived by her husband Serghei Khabarov and her two children. My condolences to the family, friends and colleagues of Tatiana. I had the opportunity to work with her in few occasions, and always turned to her for advise and suggestions regarding our engagement with Russia and with the other countries in the region. She was reference for all of us. She was a gentle person and passionate about making an impact on our urban world. Her personal touch was one of kindness and human interest. She opened up for me a very special window on Russia not only professionally, but also personally and it was a great pleasure to spend time with her when and where we met. I am really sad and will miss her.

I would like to express my deepest condolences to Tatiana's family, dear friends and colleagues. Tatiana had the very rare natural talent to deeply connect personally with people immediately. I remember our conversations in Minsk about religious revelations and wanderings, she helped me to think through leadership issues and could passionately talk about her time at the Harvard Kennedy School and her personal professional growth, I recall our passionate conversations about music, Russian composers and conductors during evening walks in St Petersburg. UNEP Office in Russia expresses deepest condolences to Tatiana’s family. Tatiana had a tremendous impact on all who got to know her. I was lucky enough to work with Tatiana and got a chance to see what a great person she was. Tatiana will always be in our hearts and memories.

Прежде всего разрешите от имени Правительства Республики Саха (Якутия), от себя лично принести искренние соболезнования родным и близким Татьяны Викторовны – Сергею Александровичу, супругу и детям Светлане и Александру в связи с безвременной кончиной, уважаемой нами Татьяны Викторовны Хабаровой. Якутия скорбит вместе с Вами! Мы знали Татьяны Викторовну не только как профессионала своего дела, великолепного специалиста, дипломата, но и как светлого, доброго, порядочного и скромного человека. Вся ее трудовая деятельность, любимая работа были направлены на созидание, объединение, развитие и человекоцентричность. Татьяна Викторовна знакома якутянам прежде всего, как один из инициаторов включения столицы Республики Саха (Якутия) – города Якутска в Программу ООН-Хабитат по профилированию устойчивости городов. Город Якутск стал первым городом в России для которого ООН-Хабитат разработал комплексный план действий по устойчивости. Благодаря ее усилиям о самом холодном городе в мире узнали далеко за пределами нашей страны. 2016 году Татьяна Викторовна выступила с идеей презентации города Якутска на выставке Хабитат-III в Кито. Город Якутск стал единственным муниципалитетом постсоветского пространства, представленным на этом глобальном и представительном форуме. Благодаря поддержке Татьяны Викторовны город Якутск принимал участие во Всемирном урбанистическом форуме в Куала-Лумпуре и Абу-Даби. Существенную поддержку оказала Татьяна Викторовна для проведения в городе Якутске значимых международных мероприятий, таких как международная конференция «Города и люди» и Северный форум по устойчивому развитию, посвященной теме развития северных и арктических городов. Татьяна Викторовна посещала город Якутск. Для нас было честью дважды принимать ее у нас как почетного гостя. Она признавалась, что очень любит зиму и неудивительным для нас стало то, что для своего визита она выбрала самое холодное время – январь, когда температура воздуха в Якутске достигала минус 50 градусов по Цельсию. Всегда искренне интересовалась культурой и традициями якутского народа, жизнью и бытом людей на Севере, знакомилась с системой обеспечения жизнедеятельности нашей республики. Встречаясь уже на мероприятиях за рубежом всегда тепло вспоминала время, проведенное в Якутске и изъявляла желание посетить Якутию еще раз, как только представится возможность. Мы ждали ее… Новость о ее кончине глубоко потрясла нас и не оставила никого равнодушным. Сложно найти слова утешения. Еще раз передаю искренние соболезнования семье, родным, близким, друзьям и коллегам Татьяны Викторовны от якутских друзей, которых у Татьяны Викторовны много в Якутии. Остаемся с вами со словами утешения и скорбью.

I am deeply saddened by the death of dear, dear friend Tatiana. Coming from India,I always felt a special bonding with her. Tatiana was such a warm, loving, affectionate, generous, kind, joyful, intelligent and smart person. Her inner strength and fortitude with which she faced life and challenges is truly inspiring. My dear Tatiana will miss you enormously. Spent many happy times with Tatiana as Mason Fellows at Harvard Kennedy School as part of the Class 2001. Met her again in 2015 when I visited Moscow with my family. We were so delighted that she took time off to be with us. In all these years we never missed wishing each other on respective Birthdays and Christmas times. Will miss Tatiana immensely. May her Soul Rest in Peace. I have such happy memories of meeting and working with Tatiana on an OCHA Workshop in Moscow. During the preparatory visit, we walked to all our appointments and she told me so much about Moscow's history - she was so knowledgeable and passionate about her culture. I'm so sorry to hear of her untimely passing. My condolences to her family and friends. I will remember her with great affection.

I am so sorry to hear of this unexpected loss. Tatiana was a brilliant minded person with big heart and incredible soul, full of strength, love and dedication to her work. I really enjoyed working with her since 2014, meeting at different events, having informal talks about the life matters. She loved Minsk and Tatiana will be deeply missed by Minsk now. My heartfelt condolences to Tatiana’s family, friends and colleagues.
