We have all taken great pride in working with Marcus, watching him lead and develop the Quality Performance and Systems Service and drive up the improvement and quality across the Department. He was so passionate about his work, so tenacious for all of us to deliver better and better services for children. As we saw at the recent inspection the impact he had has been enormous and at this saddest of times it important to take a step back and appreciate just how vital a contribution he made for some of the most vulnerable children in society. Beyond his impact at work Marcus was simply a lovely man; always interested in others, always chatting, always keen to see how you are and to ask how he could help. Marcus’ amiability and genuine interest in others meant that he was fondly regarded across the entire Department and wider organisations. Norfolk County Council expresses their sadness and deepest condolences to Marcus' family at this time as we recall just what a great colleague and friend he was to us all.

I briefly met Marcus nearly 10 years ago when I first started working at Lincolnshire County Council and when I got my invite to attend my interview with him at Norfolk I recognised the name straight away and remembered he was the man from the office all those years ago who was kind, took time to talk to me and liked football. I never did find out if he remembered our one prior meeting... When I joined Norfolk Marcus supported me to adapt to a very different role to the one I had come from, pointing me in the right direction and sharing his knowledge and experience. He always took the time to see if I was OK and was genuinely interested in how I was getting on and how things were in 'God's country'. He is very much missed.

Despite joining CS during lockdown, Marcus had an infectious personality which shone through even in the virtual world. He always had a smile on his face and was just a message/call away whenever you needed him. Marcus would always take an interest in what you were doing in and out of work and there was always a lot of laughter when we chatted. He particularly enjoyed when my box of lockdown doughnuts arrived during a work call. Marcus was always the number one supporter of our service and he was really bringing his vision to light. When I joined the QPS service in July 2020 I received an email from Marcus, introducing himself and welcoming me to the team. Marcus told me not only about his role but also his family and hobbies, and, acknowledging the challenges of starting a new role virtually, said that his inbox was always open. As we returned to working in offices it was clear how much Marcus valued being able to come together as a team. He showed interest in everyone both professionally and personally, and always wanted to hear our ideas as well as how we were and what we had been up to. Marcus was such a kind person with a fantastic sense of humour, and he will be sorely missed by us all.

When Marcus joined as Head of QPS in March 2020, it was the beginning of a whole new chapter, he would be my 2nd manager in my time at NCC. It soon became obvious how passionate Marcus was about his work with children and young people and how he always wanted to get the best from his service. He allowed me as a manager to flourish in my role and exposed me to more senior leaders. We had, as expected, some challenging debates/conversations at times, but I knew he always had the interests of our service and the wider Children's Service at his heart. Marcus was a true support to me in the last 18 months when I sadly lost my husband, always checking in on me and supporting me when I was having a 'bad day'. I have been absolutely shocked by his passing and I will miss Marcus and I'm sure many others will too.

Working with Marcus was an absolute pleasure. He will be so sorely missed. Marcus made me feel so welcome when coming into the QPS service and always showed so much interest in everyone. Marcus and and I bonded over being fellow northerners and having a real love of live music. Occasionally spotting Marcus in town on his way to see some obscure band at the arts centre I know how much Marcus will not only be missed amongst us at NCC but by so many other people in the Norwich community. I know myself and my fellow team members are so shocked and saddened by this sudden loss. He will be sorely missed by us all.

Marcus joined NCC as head of QPS just as we went into lockdown in March 2020 but quickly made his mark. He trusted and supported his managers to perform to our full potential and drove the service to be the best it could be. The reporting team has gone from strength to strength with Marcus supporting me to build the team required to meet the increasing needs of children’s services. On a personal level Marcus was interested in people within the team and also our families and interests outside of work. We had many conversations about the weekend’s football each Monday. Whether it was Lincoln, Norwich or my sons team Attleborough u14s. We never got to have a Christmas celebration last year and had said we would arrange something in the new year. A stark reminder that tomorrow is never guaranteed. We have been left shocked and saddened by his sudden death and will miss him.

Myself and the QA Team have numerous different/fond/funny memories of Marcus both personally and professionally. He had an ability to be personable at all times whether at Christmas lunches, leaving parties, team events or in work, he showed interest in us all as people as well as colleagues. Marcus trusted our expertise and knowledge, he enabled us to truly flourish, he was very proud of the whole service and our achievements. The team and I will miss him hugely.
