The position of Deputy Director: Finance in the Department of Communications and Digital Technologies was vacant after a sudden resignation of an ex-colleague who served the Department for over three decades. That left a huge void coupled with the loss of institutional memory and no skills transfer. When Elias filled that position he knew from the onset that he had big shoes to fill.
