Manager and Chief Procurement Officer at the Islamic Development Bank (IDB). A loving father, a devoted husband, a great colleague who was known for his warmth, friendly and sincere interaction with anyone he met. He touched each and every one of us and his absence will be felt by all. He will be missed. Inna lilahi wa inna ilahi rajioon. May Allah accept all his good deeds and forgive his sins, grant him the highest place in Jannah and give Sabr to his family.

    When I joined the bank as a YP back in the year 2000, in my second rotation I had my office located in the 11th floor, same floor as Issa. Moreover, we had car parking close to each other. I had started to take French language courses at the time and I used to practise my French with him almost on daily basis. After moving out from the 11th floor I used to always run into him in the bank with his welcoming smile and super positive attitude. I only have good memories for Br. Issa, and I pray Allah to give him the highest place in Jannah and give patience to his family. إنا لله وإنا اليه راجعون

    Br. Issa was my best Manager. I always remember his greet to everyone with his smile. He was very kind hearted and treated his staff fairly. He was very open and willing to listen. He quickly responded to my inquiries which I sent every week. He supported me very much. He was great leader and mentor. His leaving is too soon for us.     Like all his friends and colleagues, I was shocked by the sudden passing of Br. Issa. He was a great soul, and an engaging and passionate human being. He was a fully dedicated development professional. We became instantly friends despite the age difference. I had the chance to work with him from the beginning when I joined IsDB. In this context, I witnessed the depth of his knowledge in meetings at TRG, BEC, and OPRC. We also collaborated in the reform of the procurement guidelines with sister MDBs and during the review process of the DoA Matrix. He was always passionate to uphold the highest standards for the Bank. On a personal note, Br. Issa and I traveled together on a road trip from Berkeley to Hollywood and Las Vegas after our classes at UC Berkeley for our IE Business School MBA. Our bonds were strong. He called me Tonton (his mother's last name is Diallo like me) and I called him Chief. May Allah forgive his shortcomings and grant him the highest of Jannah. May his life serve as a lesson to all he touched during his useful lifetime. Ameen

    I received the news of Br Issa’s sudden demise with shock and sadness. I am utterly devastated by this loss as I am sure all people who knew him are. I have known Issa since the first day I joined the Bank in the old OP-2 Dept in September 2000. Since then a strong bond of friendship established between us that would grow stronger and stronger as the days and years went by. He was a true and sincere friend, mentor, coach, adviser, and brother. His dedication and professionalism at work were second to none. His sincerity and honesty were beyond any doubt. His charm and friendliness were unparalleled. Whenever I had a difficult issue to resolve he would be the first person I would turn to for advice. He could always be relied upon to provide a frank and honest opinion, with the charm and politeness he will always be remembered for. Since I retired from the Bank early this year, we never ceased to talk to each other. The last time we were in touch was last Sunday, only one day before he suddenly left this world. Little was I to know at the time that I would not talk to him or see him ever again. He was the best friend I could ever hope for. He was truly a great man, a man of character and I will miss him forever. To his family, colleagues and friends, please accept my sincere condolences and deepest sympathy. I pray that Allah SWT forgive him, rest his soul in peace, grant him Jannatul Firdaus and give courage and patience to his bereaved wife, children, mother, colleagues and friends.

    I vividly recall my first memory of Issa. Predictably it started off with an anecdote that just kept getting funnier and funnier! He would narrate his stories in his trademark engaging style. Issa was always so passionate about development in the south and procurement as a field. His style of presentation slides was always laced with humor and insight. An articulate and affable presenter as any. On the 13th floor we will never forget his big hug and smile and 'Cheif' greetings in the morning. Will miss you deeply Cheif. May Allah grant you forgiveness and give you the highest of stations in Jannah.

    VOLVO… Very Old Looking Vehicular Object…., the message I sent to Issa one day in the morning, and in the next 10 minutes, I got the similar favor from him… FORD…, not sure what he made of it… but it was good… we laughed a lot in my office... also making fun of the names of automakers… Issa was saying that my message was the reason he thought of buying a new car and let go of his VOLVO… What else should I remember, a walk he asked me to go with an hour before his interview, or hours and hours of discussions on innovative ideas, or the heated arguments in the afternoon and the next day we meet with a laugh and his trademark approach and hug… He will be missed for sure... May Allah bless his soul and give his family the strength to bear this loss. Wishing his family, the best and praying for them.

    To Allah (SWT) we belong and to Him we shall return! The Prophet (SAW) said “Your smiling in the face of your brother is charity”. I pray Munkar & Nakeer and keepers of Jannah accept you with smile as you used to receive all of us with smile. He was a humble, loving, caring and kind friend and brother. As my elder brother and dear friend, I could always rely on him whenever I needed advise, whether personal or professional. He was always so willing to listen to me and help me. I learned a lot from him. I already miss you brother! He spent his life serving the Muslim ummah and worked really hard to contribute to improving their lives. May Allah (SW) reward him in abundance. I Pray that Allah grant my beloved brother Issa the highest level of Paradise. I pray that his grave is filled with noor (light) and the fragrance of Jannah.     From Br Hamid Abdallah I have known Br. Issa during our close encounter as students at the IE Business School course from 2014 to December 2015. Our relation continued thereafter to flourish and prosper. He was always vibrant, vivid, and willing to stretch his arm to help in all situations. Despite his immense knowledge, he was humble. He didn’t showcase his knowledge at every opportunity that comes his way. He was always in deep thoughts dealing in silence with duties that seemed to be beyond his broad shoulders. He never failed any classmate who sought his help. He comes to your rescue with a captivating smile on his face. I am personally indebted to his wealth of knowledge and sophistication. He helped me immersed in an area that seemed rocket science before his intervention. We are in mourning. Death has visited our shores and it’s chosen a marvellous giant who cannot be replaced, robbing us of an iconic figure. The sad news came to us as a bolt out of the blue, which left us helpless and dumbfounded. I wasn’t surprised when he was duly selected to manage Procurement. I am aware that his generousity to lend others a hand. He contributed immensely throughout his IsDB career, which spans over two decades to the achievement of the IsDB goals. His competence is simply unquantifiable With his death, IsDB has lost one of its most accomplished professionals who has touched the life and career of many young professionals and colleagues alike As we come to terms with the loss of this towering figure in the Bank, we seize the opportunity to extend to his children and the entire bereaved family our heartfelt condolence.     Late Issa and I on July 13, 2018, with H.E. the First Lady and Minister of Education and Sports of the Republic of Uganda, at the Nakasero State House, during the Appraisal of the Technical and Vocational Education and Training Support Project (Phase III). Subsequently IsDB has received a letter of appreciation from H.E the First Lady. This was great memory of Late Issa, he has greatly contributed to the success of this mission. May Allah grant him Jannatul Firdaus.
