Engr. Chidi K.C. Izuwah Snr MNSE KSJI - Director General/CEO, The Presidency, Infrastructure Concession Regulatory Commission started his full time post graduation career as a lecturer in fluid mechanics, fluival hydraulics and hydropower engineering at the University of Port Harcourt, Nigeria in 1986. Thereafter, he held several senior Oil & Gas Engineering & Asset Management positions in a career spanning over 21 years with SPDC (Shell Nigeria) and Shell International USA and Europe. Chidi held very high level sensitive positions like Project Manager for the Bonny Terminal Major Tank Rehabilitation Project; Port Harcourt Industrial Area Standby Central Power Plant High Pressure Gas Supply Project; Contract Manager for the Bonga FPSO Mooring and Installation Contract, Asset Manager for the EA FPSO Offshore Bayelsa State and Corporate Pipelines Asset Manager responsible for Shell´s entire crude oil evacuation and export network in Nigeria. During the infamous Niger Delta Militancy Chidi was responsible with his team for keeping Nigeria’s crude flowing. He did this with distinction for Nigeria’s economic survival.
Chidi was confirmed to his current position by the Senate of the Federal Republic of Nigeria and formally appointed Director General/CEO of the Infrastructure Concession Regulatory Commission in January 2019 by HE President Muhammadu Buhari GCFR. As DG/CEO, Chidi has inspired the ICRC team to win the Africa Infrastructure Regulator of the year award, become Number 1 with respect to Freedom of Information amongst all Ministries Department and Agencies of the Federal Government in Nigeria. In addition, Several PPP project successes have been recorded by the ICRC under him eg. Lekki Deepwater Port flag off and financial close; 20 Agric Silos Concessioning, Small Hydro Dams Concessioning approval by Cabinet; Ecowas Biometric Card Concessioning, Ibom Deepwater Port is very close contract close, Aviation Leasing Company, Aviation MRO, Inland Dry Ports etc are currently far into the PPP procurement phase and Gurara Hydropower Phase 1 PPP procurement conclusion. Others include PPP Project Development Completion for 4 International Airport Terminal Concessions, Bonny Deepwater Port, Port Harcourt Industrial Park, Ibadan Dry Port. Dicon Sur Military Clothing Factory JV PPP kick off in Kaduna. In a major effort that will transform national highways in Nigeria the ICRC under Chidi’s leadership has partnered with the Federal Ministry of Works and Housing to launch Nigeria’s much appreciated and home designed Public Private Partnership for Highway Management and Development Initiative (HDMI).
The commission has also launched the ICRC PPP Disclosure Portal in 2017, the very first by any country in the World verified by the World Bank. Chidi was previously the Executive Director of the Support Services Department of the Commission. He was also the pioneer Executive Director of the PPP Resource Department of the Infrasructure Concession Regulatory Commission and built the department from scratch. In this role he was responsible for catalysing Public and Private expertise and resources towards putting in place a world class PPP pre contract regulatory framework and guidelines for driving the preparation & development phase of Federal PPP Projects. Chidi is a frequent speaker at Infrastructure Finance, Islamic Finance and PPP conferences. Recently Chidi lead his team at the ICRC to establish the Nigeria Institute for Infrastructure and Public Private Partnership (NII3P) – the first dedicated infrastructure and PPP capacity building institute in West Africa.
Chidi has a first degree in Civil Engineering from the University of Nigeria, Nsukka and a Master’s degree in Hydraulic Engineering from the University of New Castle Upon Tyne in the United Kingdom. Chidi is a Harvard, Wharton, Columbia University and Indian Institute of Management Ahmedabad Executive Education Alumni. Chidi was the initiator and member of the Nigerian Society of Engineers Presidential Committee on Infrastructure Scorecard that developed and published the first Nigerian Infrastructure Scorecard 2015. He was also on the committee that published the Nigeria Infrastructure Scorecard 2017 edition.
Chidi is the co founder and Chairman Board of Trustees of the OLG Health Foundation and Autism Centre in Port Harcourt and Abuja. He is also the Founder/Chairman of the Defeat Autism In Nigeria (DAIN) Advocacy Project. Chidi is married to the very resourceful Dr. Mrs Doris Izuwah, a Pediatrician and they are blessed with three Children Chidi Jnr, Angelica and Michelle. Chidi recently with his siblings established the Sir Augustine and Lady Lucy Izuwah Foundation. An NGO focused on addressing the health, educational and nutritional needs of indigent Nigerians in memory of his late parents
