Dr Vitalicy Chifwepa, an Educationist with a background of information science and distance education.Dr Chifwepa started his career as a librarian in the Planning Division of the Ministry of Agriculture and Water Development, as it was called then. That was after his Bachelor of Studies with Library Studies degree at the University of Zambia (UNZA).
He proceeded to study for his Master of Library and Information Science at University of Western Ontario,Canada, after which he became a lecturer at the University of Zambia. He lectured in Library and Information Science at UNZA from 1991 rising to the Rank of Senior Lecturer.
He headed the Department of Library and Information Studies at UNZA. For his Doctor of Philosophy (PhD) degree he studied the application of information and communication technologies in support of distance learning. He became the Director of Distance Education at UNZA before becoming the University Librarian at the same university from 2008 to 2015.
Since 2016 he as been the Director of Quality Assurance at the Higher Education Authority in Zambia, the position he held till his death.
